UN sanctions are not diplomacy. UN Sanctions are the step before failure. War being failure.
Zero diplomacy was pursued with Iraq. Saddam let the atomic agencies see his weapons systems and plants and that wasn't good enough. What was he supposed to do ? Let them see WMDs that did not exist ? If he could do that then he really would have been a mastermind.
