That is an American Golden Eagle. It appears to have hit the fox as it was feeding on the carcass in the snow. It cannot fly away with the fox, it's just a little too heavy for her. She does appear to have overtaken the fox by surprise and has a good grip on it. She would be able to maneuver it into position using her feet and wings until she could clamp down on the spine with her talons, then kill it by biting down on the base of the skull with her mouth.She would then mantle it, spreading her wings out wide covering her kill, then after inspecting the surrounding area to make sure she is safe, she would begin to feed upon a warm, fresh meal. The Berkut Golden Eagle from the Lapland area would be able to carry the fox away as it is much larger. In fact, they have been known to kill wolves in the same manner I just described and because of the size of their talons(the hind talon a full five inches with an eleven inch span from the tip of the front talon to the tip of the rear talon) falconers have trained them to take Heart deer in Europe. They are truly awesome. The Harpy Eagle from Panama and the Phillipines is the largest of the eagles and their diet consists of monkeys and tree sloths.
