Stop making excuses for Cheney/Bush. They are nitwits that thought government could be run like a business. W has proven that he runs businesses into the ground and needs to be bailed out.
Cheney likes to head big companies by cutting costs where no lives are at stake. That business model fails then it come to the US military. Hence why so many US servicemen have perished in Iraq since 2003 in what should have been a cakewalk. What a puny plan!
