Looks like Ankara, Turkey. When I lived there, 16 and 17-year olds patrolled the streets with guns. (Every male in Turkey has to do a couple years of military service -- unless they are wealthy or well-connected enough to avoid it.)
It was wild being there from 1995/1996 when Turkey won the World Cup. They really know how to party there.
