In Canada, he would be called "Trailer Park Trash".
Looks like my old neighbor. He turned his house into a "grow house" and was threatening little kids with guns. Couldn't get the Scarborough police interested in doing something about him. So we spread the word about his grow operation to the local red bandanas. His house was robbed very soon after. And, two weeks later his house was up for sale. Feel free to borrow this strategy to get these people out of your neighborhood.
