The place is Long Tien, a.k.a. Lima Site 20 Alternate, the "secret" base for Air America and CIA activities in the mountains north of Vientiane, the capital of Laos.
The little track that winds along the runway is one of the main roads from the Plain of Jars to Vientiane.
