The deterrent factor of nuclear weapons was a direct result of their first use. Unless the world saw the destructive power they could unleash, there would be no reason to fear them, and hence, no deterrent. Who would have believed A) that they did work,
how destructive they were and C) that someone would actually deploy them unless a true demonstration was given?
