Unarmed/undefended cities have been known to make good targets for even the most civilized of liberaters.To leave the cities with all defenders to do honorable battle outside would probably allow attacking aircraft safer,more accurate and a much lower attack altitude.If any power and water plants were restored ,operations would most likely cease pretty darn quick.
