He doesn't want to exterminate Israel. He wants it removed from the map. Pre-1948 as it should be. The formation of Israel caused many military actions like 9-11 to occur.
As long as countries like the US misuse its military force (like in Iraq) smaller countries must develop nuclear weapons because that is the only deterrent. It worked for Israel. It will work for them.
If the smaller countries do not develop nuclear weapons they will be turned into countries like those in Africa.
