zxz555 .... your point is well taken, but in many of the incidents the adult "perp" has traveled across town or even to another city or state to meet with a known minor and it's highly unlikely they're doing so to wish them a happy birthday or anything else so similarly innocous. Is it really necessary to allow them to actualy have sex with these kids before arresting them ?
