Beast, I was referring to the first sentence - the one queried by gruff.
If I may be so bold, I would posit that all cultures hold the maxim of carrying things out well as something dear to their hearts.
Each culture holds quite different things important - and obviously only the important things can get the attention to be done well.
Other cultures do what they see as important well - but because we don't value those things, we don't observe this. And we see them ignoring aspects that matter more to us than them.
