Yes but not only must they pay legals the 15 an hour, but also workers comp, benefits, etc. All the red tape and extra costs for hiring legal Americans. Don't forget, if an illegal gets hurt because of faulty equipment or unsafe conditions, you don't have to worry about them suing, since they don't want you sending INS after them.
