There are many who would be willing to whork any job for $15.00 an hour. My daughter and her husband just accepted a job here in Arkansas at a farm for $8.00 an hour and 60 hour per week. So don't just assume locals won't take the jobs that illegals are doing. If it is a fair wage I am certain there would be legal people who would take it.
