I am refering to the Bureau of Indian Affairs who knowingly participated in the deaths of hundreds of thousands of Native Americans by passing out small-pox-infected blankets as part of a care package. aDCBeast may correct me, but I believe this could be viewed as an early use of a biological WMD.
