Actually, they're not listening at all.
The insurgency is embarassing the United States.
Even Syria allows the border to be open, with total impunity.
The US claims that it will attack Syria for noncompliance, but that is an empty threat. The military is already too stretched to bring in another country into a full-scale conflict.
That image is as ignorant as it is simplistic.
