Actually that should read "The World's greatest Fear". This guy may just be developing weapons so that he can blackmail the civilized world into economically propping up his "worker's paradise", which is falling apart at the seams. South Korea has to send massive food shipments to North Korea just so this guy isn't forced into desperate acts. Maybe he'll provide some terrorists with a few devastating weapons just as a wakeup call as to what he is capable of, and wait for the handouts to come pouring in as bribes to disarm.
