Why don't we just categorize it as duplicate.
Then administrators can review periodically and clean up the dups. I think that would be too much work really.
With the freedom of naming for the files, and lack of categorization of uploads this is a very difficult problem to solve.
I fear there will always be annoyances.

You may optionally give an explanation for why this post was reported, which will be sent to the moderators along with the report. This can help the moderator to understand why you reported the post.
