Hey Highfield.. you may want to check on your federal laws again.. USN SEALS can, and HAVE been (as you put it) "Deployed" on American Soil numerous times. However, what you fail to realize (or know in the first place), SEALS, as well as Delta's, like the GSG9 in Germany, respond to KNOWN terroristic threats. Anything else, the residing FEDERAL Law enforcement agency is supposed to be able to handle. HOwever, as we've unfortunately seen, especially with the DEA and ATF assclowns, they routinely screw the pooch. You will also find it interesting that the MAJORITY (not all, but I'd guess in the 70% range) of your SWAT team operators, especially your snipers and demo/EOD experts are former military from one branch or the other. If memory serves, Dallas and Los Angeles where the first to recruit special forces personal directly into SWAT teams. However, again we digress. What should be noted here is that the gentleman in question is doing a job that #1: Most people who BITCH about it would NOT do, nor be capable of, and #2: He saved the life of that baby. Anyone who know's a single thing about anti-terrorist or hostage intervention routines know's that the probability for loosing a hostage, or unfortunately multiple hostages, is very high. It's a sad thing to say about the situations, but hostages throw in ALOT of variables for the people who have to go in and use force to return those people to safety, as well as bring the punk-ass bitches who took them as human bargaining chips to justice, one way or the other.
