um the reason why he is not holding the trigger or why the hammer is not back is because he does not intend on shooting him.... and or does not want to shoot him on accident.. he is obviously trying to intimidate him... probably apart of an interrogation.. he has desert camo a flack vest and a Beretta... US military probably.. they use the shitty Beretta M9
