I'm just guessing....but don't you think it means "don't leave the water on"?

Someone put a tap where taps are not allowed, subsequently the council not allowed by law to interfere with other peoples property had to erect a sign above the afore mentioned tap instead, therefore in their eyes rendering it useless.?
