I can guess how it works but I dunno what exactly it's used for.

It looks like the foot at the bottom pivots to allow the ears to drop into something, then they spread out so it can be lifted. More than that I'm out (*facepalm*)

the bottom piece swivels vertical to slide into the hole in a big wooden spool of metal cable, springs open (like the picture) and lift the spool with an electric chain hoist

I should have said Traffic Signal Controller Technician. At that time both electromechanical and computer controllers were in use. That was only part of my job there as an electronics technician and I worked on all sorts of devices. Anything the city used that was electronic we did, radios, light-bar, sirens, toxic gas sensors, cameras, lots of different stuff.

Just yankin ya chain, Blah. I once joked around with a mate about coming up with the most impressive sounding title for the most mundane job we had done. The best I was able to come up with were Garbologist, and Bovine Lactose Extraction Technician. Your job title just reminded me of that.

Oh I figured as much and that was a good one. It made me smile anyway. I rarely had to direct traffic. If we were working an intersection and manual traffic control was needed the city would dispatch a cop to do that and boy howdy to they HATE to do that shit. They'd rather do ANYTHING else except THAT! THey'd always be hollerin at us, how long till yer done? It was funny.
