we did a drive by on this one. we didn't know this place existed and didn't stop to ask anyone WTF an aggie needs with a ship at an oceanography college.
we thought it was quite funny though.

Texas A&M University at Galveston training ship. The USNS Sirius was recently decommissioned as one of three combat stores ships that traveled all over the world for the U.S. Navy to replenish the supplies of other ships. The ship was originally built in Great Britain as a Royal Navy replenishment ship and was acquired by the U.S. Navy in the late 1970s. The ship has a top speed of 18 knots and displaces about 16,800 tons.

As anon229177 said it's a AOE, fast combat support ship, aka "oiler". Delivers fuel and supplies to carriers groups at sea. An UnRep (Underway Replenishment) is quite a thing to see.
